A total of 333 regional and local authorities from 25 EU Member States have signed the Mission Charter, thereby committing to striving towards climate resilience by 2030 by boosting regional and local adaptation efforts to reach their adaptation goals.
The European Commission’s open call for Charter Signatories was closed on 25 November 2022. No further calls for Signatories are currently planned. Future opportunities, including funding opportunities, to support ideas on adaptation to climate change, will be communicated via the Mission Portal.
Regional and local authorities working with Mission-Funded Projects can apply to become Charter Signatories. To find out more, they should engage with the relevant Mission Project.
The EU Mission’s Implementation Platform connects regional and local authorities with knowledge, tools, Projects and more to fast-track their adaptation pathways to climate resilience.
The EU Mission on Adaptation to Climate Change funds 64 Mission Projects that are undertaking research and developing innovative approaches to climate adaptation. Through research and demonstration sites, they develop associated guidance, tools, data, and case studies to help regional and local authorities deliver the EU Mission on Adaptation to Climate Change. Alongside the 64 Mission Projects, there are over 200 projects that are not directly funded by the Mission but are working on topics related to climate adaptation.
The EU Mission Adaptation Community is a dynamic platform that brings together Europe’s key actors working on climate adaptation. It is a shared space for networking, knowledge exchange, and collaboration, designed to strengthen links between research, policy, and practice and to empower European regions and communities to build resilience to climate change by 2030.
Its membership comprises Charter Signatories, Mission Projects, regional or local authorities participating in Project implementation, the European Commission, and national authorities (that will be identified via national adaptation contact points).

Several European funding programmes (e.g., Horizon Europe and LIFE) regularly open calls for proposals dedicated to adaptation to climate change. Any regional or local authority can participate in these calls.

The Mission Portal also hosts the Knowledge Hub, which includes resources such as adaptation tools, guidelines, manuals, and solutions, as well as Stories to demonstrate real-world climate adaptation good practices to inspire others.

Regional and local authorities that are not Charter Signatories can prepare and plan for climate resilience by drawing upon guidance, tools, data, and information about relevant projects from the Mission Portal.
Academic institutions and researchers can support the development of climate adaptation plans by contributing data and data analysis.
NGOs and others, including citizens, can contribute to the development of climate adaptation plans by participating in stakeholder consultations.
Companies and businesses can support the development and implementation of climate adaptation plans by participating in stakeholder consultations and helping to pilot, undertake and/or fund relevant actions.
The reporting framework for the EU Mission on Adaptation to Climate Change comprises the Barometer updates, the Projects Portfolio dashboard, and reports from the European Environment Agency (EEA) that showcase the progress of the Mission’s Charter Signatories in climate adaptation.
