This model is best suited for counties that include both public and private stakeholders who may individually lack the expertise or financial capacity to implement climate interventions but are open to collaboration through partnerships. It is particularly relevant for areas seeking to develop cost-effective and scalable adaptation solutions. In addition, the type of nature-based solution implemented is well suited to regions with populations vulnerable to heat stress and flood risks.
Stakeholders' role
This approach is based on a collaborative governance model that brings together a diverse set of stakeholders, including local and regional authorities, private sector partners, EU-funded projects and citizens. Each stakeholder contributes complementary capacities, such as regulatory support, investment potential, technical expertise and local knowledge.
Built-in scalable tools
Nature-based solutions are inherently scalable, as they can be tested through small pilot interventions and progressively expanded across larger territories. This flexibility allows stakeholders to adapt implementation to local conditions, available resources and evolving climate risks.
Funding pathways
This intervention combines public funding, particularly through the EU Mission on Adaptation to Climate Change and projects such as Land4climate, with private financing mechanisms. This blended approach helps to reduce investment risks while mobilising additional resources for implementation.
