Best suited for
This model is best suited for regions where healthcare and educational facilities are exposed to hazards such as floods, landslides and earthquakes, both individually and in combination. It is also relevant for regions where infrastructure vulnerabilities are interdependent and impacts are cascading. It is particularly applicable to regional and local authorities seeking to integrate multi-hazard risk assessments into climate adaptation and infrastructure planning.
Stakeholders' role
Successful implementation of this model requires collaboration between regional and local authorities. In this case study, the main collaborating organisations are the local municipalities of Northern Greece, the Administrative Region of Central Macedonia and Greece’s Ministry for Climate Crisis and Civil Protection. Such actors can be contributors to the approach (such as providing hazard and infrastructural data), end users of the results of the assessment, and users of the interactive digital viewer. End users would use these results to inform adaptation planning, emergency preparedness and investment decisions.
Built-in scalable tools
The model develops transferable decision-support tools, including Python-based multi-hazard risk assessment tools and an interactive online viewer of the risk assessment results. These digital tools can be adapted to different regions and infrastructural types by incorporating locally available data such as hazard, exposure, and risk datasets. This supports the wider uptake of MIRACA approaches across EU regions.
Funding pathways
The pilot case was developed through the Horizon-Europe-funded MIRACA project as part of the EU Mission on Adaptation to Climate Change.
