The Clever Tool is designed for easy transfer and upscaling. Its modular, cloud-based architecture adapts to ports of all sizes, integrates with existing systems and has been successfully validated in real conditions at TRL 7 in the Port of Valencia.
Best suited for
Coastal ports of all sizes exposed to heatwaves, storm surges and flooding, particularly those with existing digital infrastructure or undergoing modernisation. The approach works best where collaborative governance brings together operational, technical and institutional stakeholders.
Stakeholders' role
The model is built around port authorities as primary users, working alongside meteorological services, local governments, private operators and research institutions. Port workers and unions play a key role by providing operational feedback, ensuring the tool is practical, trusted and widely adopted.
Built-in scalable tools
Scalability is embedded in the design. The modular cloud-based system allows replication across ports, while AI-driven analytics support automated risk assessment. Seamless integration with existing port systems lowers entry barriers, and iterative development ensures continuous improvement and adaptability to new risks and contexts.
Funding pathways
EU funding supports pilot deployment of innovative digital solutions in port resilience. Upscaling is further enabled by integrating the tool into wider Mediterranean infrastructure strategies and by engaging both public and private stakeholders interested in improving operational continuity and climate resilience.
