Replicability
Replicating the uptake of technical expertise, models, tools and finance pathways from Torres Vedras to other municipalities.
Best suited for
This approach is best suited for municipalities who have the political will to prioritise climate adaptation and align it with EU and national climate goals but may lack the necessary expertise and technical tools needed. It is also ideal for situations where stakeholder engagement is a priority, in order to allow for its integration during the early stages of adaptation planning.
Stakeholders' role
This case uses a multi-stakeholder governance structure that revolves around three key actor groups. The Torres Vedras municipal leadership in the shape of the City Council leads the political will for adaptation and is assisted by MIP4Adapt through the EU Mission on Adaptation to Climate Change assistance to regions and local authorities. Local stakeholders are involved in the co-design and implementation of actions during the Climate Action Pact.
Built-in scalable tools
The ability to scale this approach comes from the transferability of the technical expertise provided. The BECCA and RAST methodologies can be applied to any municipality that requires strategy refinement and goal alignment. Apart from this, partnership initiatives such as the Climate Action Platform can be easily transferred to different contexts to encourage project scaling.
Funding pathways
This was primarily funded through the EU Mission for Adaptation’s assistance to regions and local authorities through MIP4Adapt.
