Best suited for
This model of engagement-focused governance is best suited for regions with decentralised governance systems, where local municipalities require targeted support to implement adaptation measures. It is particularly relevant in contexts where cross-sectoral collaboration is needed and where citizens and stakeholders are not yet fully engaged in adaptation planning or decision-making.
Stakeholders' role
The approach is based on a multilevel governance structure. The Andalusian regional government leads the development of practical tools and capacity-building activities, including the funding guide and training programmes. This is supported by the EU Mission on Adaptation to Climate Change, which provides technical expertise, guidance and networking opportunities. Municipalities act as key implementers, using the tools at the local level, while citizens and stakeholders are engaged through dedicated outreach and participation activities.
Built-in scalable tools
The model relies on highly transferable tools and approaches. The funding guide is designed as a replicable instrument, enabling municipalities to identify and access funding opportunities. Similar guides can be developed in other regions with comparable governance structures and climate challenges. In addition, the training formats and engagement strategies are adaptable, allowing replication across different territories, with Andalusia serving as a pilot case demonstrating their effectiveness.
Funding pathways
The technical assistance provided by the Mission Implementation Platform is funded through the EU Mission on Adaptation to Climate Change. Complementary activities, such as public events and awareness campaigns (e.g. Adaptation Day in Granada), are supported through regional and provincial funding sources, illustrating a combination of EU-level support and local financing mechanisms.
