Best suited for
This model is particularly suitable for transboundary river basins and lake catchments experiencing increasing water scarcity and competing demands between sectors. It is especially relevant where neighbouring countries or regions need shared evidence to support coordinated water management.
Stakeholders' role
The approach brings together public authorities, water utilities, researchers, businesses and local communities through collaborative governance structures. Open innovation mechanisms, including competitive calls for solutions, also encourage private-sector participation and accelerate the deployment of new technologies.
Built-in scalable tools
The project combines transferable digital tools, integrated water modelling and collaborative governance methods that can be adapted to other river basins. With appropriate local data, these tools provide a practical framework for improving water allocation, monitoring climate impacts and supporting evidence-based adaptation.
Funding pathways
The demonstrator was developed through the Horizon Europe-funded ARSINOE project, as part of the EU Mission on Adaptation to Climate Change. The open tender approach also demonstrated how EU funding can leverage additional innovation by supporting external technology providers and creating opportunities for future public and private investment in climate resilience.
