The EU Mission Adaptation Community Roster of Experts (RoE) is a pool of technical and thematic climate adaptation experts who actively participate in and support the Mission. The RoE enables matchmaking by facilitating targeted connections between experts and Regional and Local Authorities (RLAs), Mission Projects and other members of the Mission Community.
The Roster of Experts database enables users to identify expertise in specific thematic areas, geographic contexts, and languages. By making this expertise more visible and accessible, it facilitates technical advice, knowledge exchange and collaboration opportunities, helping to accelerate the Mission’s transition from planning to implementation.

What is the role of the expert?
As a general principle, experts are expected to provide an initial response that directly addresses the request and supports the requester’s needs. This initial exchange should be offered without expectation of compensation, as the Roster is designed to facilitate knowledge sharing and support rather than act as a matchmaking or commercial brokerage service. Any further, more formal or long-term collaboration, including paid engagements, may be discussed separately between the requester and the expert.
Participation in the Roster is voluntary and does not imply any financial remuneration from the European Commission or MIP4Adapt.
The primary purpose of the Roster is to expand the knowledge of the EU Mission Adaptation Community through knowledge sharing and problem‑solving. It is important to note that the Roster does not constitute:
- A contractual framework
- A funding mechanism
- A formal advisory body
- A matchmaking tool for paid services
- A guarantee of engagement
