A practical and adaptable model for addressing water scarcity, flooding and urban heat through nature-based water management and green infrastructures.
Best suited for
This approach is particularly relevant for Mediterranean, arid and semi-arid regions facing increasing water scarcity, urban flooding and heat stress. It is well suited to cities with extensive sealed surfaces, ageing drainage infrastructure, and/or public buildings that could integrate green infrastructure and water reuse systems.
Stakeholders' role
The model relies on collaboration between municipalities, research institutions, technical experts, infrastructure providers, schools and local communities. Public authorities lead planning and implementation, while researchers and technical partners support design, monitoring and evaluation. Local stakeholders help ensure that solutions address community needs and local environmental conditions.
Built-in scalable tools
The solutions are designed to be modular, low-tech and adaptable to different urban contexts. Bioswales, rain gardens, infiltration systems and green facades can be implemented using locally available materials and native vegetation. Monitoring systems provide evidence of performance and impact, helping cities assess benefits, build support and scale up successful interventions. The combination of NBS and practical monitoring tools makes the approach readily transferable to other regions.
Funding pathways
The approach was developed through the Horizon Europe-funded CARDIMED project. Similar interventions can be supported through EU programmes, national and regional climate adaptation funds, urban regeneration schemes, water management investments and municipal budgets. Because these solutions deliver multiple benefits in relation to climate adaptation, biodiversity, water efficiency and public well-being, they can also attract funding from environmental, education and infrastructure sectors.
