It offers a practical framework for engaging private landowners in restoration through voluntary agreements and transparent collaboration, helping balance private land use with broader public environmental benefits.
Stakeholders' role
Stakeholder engagement was central to the success of the Krásná Lípa approach. The project used collaborative workshops involving residents and the local advisory board to explain the purpose and benefits of the interventions, alongside voluntary agreements with private landowners where access to non-municipal land was required. Coordination with local and regional environmental authorities ensured legal compliance, while permitting processes were initiated early. Hydrologists and municipal engineers co-developed the technical design, ensuring solutions were both scientifically robust and locally feasible, strengthening trust and long-term acceptance.
Built-in scalable tools
The project includes several scalable features that support replication, including modular implementation roadmaps, standardised monitoring frameworks and participatory engagement methods involving private landowners. These elements together form a flexible blueprint adaptable to other regions. The project’s landscape-based approach to water management is inherently transferable and can be applied by communities seeking integrated solutions for flood and drought resilience, while also delivering biodiversity and land-use benefits.
Funding pathways
The strategy is primarily funded through the EU-supported Land4Climate project under the EU Mission on Adaptation, which provides core implementation resources. The municipality of Krásná Lípa also contributes by providing land and coordinating local actions. The monitoring and evaluation framework is designed to remain adaptable, enabling access to future funding sources as the project evolves. This ensures continuity, scalability and long-term impact beyond the initial funding cycle.
