The Mission Board of the EU Mission on Adaptation to Climate Change has just published a reflection paper highlighting the Mission’s progress and outlining priorities for the next phase of implementation.
The paper confirms that the Mission is delivering tangible results while laying the foundations for long-term resilience across Europe. It has already exceeded one of its core objectives, supporting 333 regions and local authorities in advancing their climate adaptation efforts, well beyond the initial target of 150. This progress reflects a new way of working that combines political mobilisation, knowledge sharing, technical support, and concrete implementation on the ground.
As the Mission on Adaptation enters a more mature phase, with its first cohort of projects reaching completion, its impact is becoming increasingly visible. Municipalities are better prepared, regional governance frameworks are strengthening, and communities are gaining the capacity to anticipate and respond to climate risks.
Building on these achievements, the Mission Board stresses the importance of maintaining momentum. Sustained financing and continued support will be essential to ensure that ongoing efforts can be scaled up, embedded into policy and investment decisions, and carried through to completion.
The reflection paper provides a timely contribution to discussions on the future of EU climate adaptation policy and the role of the Mission in supporting a more resilient Europe.

Launched as a time-bound initiative (2021–2030), the Mission has now reached its midpoint
and is delivering tangible results. This document provides a short summary of Mission’s
progress and achievements until March 2026, as well as Board’s reflections and
recommendations on the way forward.
