How this greening approach for climate-proofing roads can be adapted to different regions 

Best suited for

This model is particularly well suited for small to medium-sized rural municipalities that lack systematic climate adaptation planning. It helps local authorities with limited budgets prioritise investments in critical infrastructure exposed to climate hazards. While municipalities with existing climate risk data can implement it more quickly, the tool is also flexible enough to support initial data collection and baseline assessment in less-prepared regions. 

Stakeholders' role

The approach relies on close collaboration between local and regional stakeholders. Municipal authorities lead the process, working with local stakeholders in Troskotovice and partners across the South Moravian Region to ensure contextual relevance and transferability. Technical experts provide methodological input and review the prioritisation framework, ensuring robustness and credibility. 

 

Built-in scalable tools

The model is designed for easy replication and upscaling. It uses simple Excel-based templates, allowing municipalities to input local data without advanced technical capacity. Indicators and weighting systems can be adapted to local climate risks and policy priorities. The step-by-step pilot testing approach also supports iterative refinement and gradual uptake in other regions. 

Funding pathways

The development of this model was supported by the Policy Support Facility under the EU Covenant of Mayors for Climate and Energy, which enables municipalities to access tailored technical assistance for climate and energy planning. This type of targeted EU support is particularly well suited for small and medium-sized local authorities, as it reduces entry barriers to adaptation planning by providing expertise, methodological guidance and structured implementation support rather than requiring large upfront investments.
