CAESAR

Climate Adaptation and Economic Solutions for Adaptive Resilience | Grant agreement ID: 101296145

Project

CAESAR represents a high-level strategic project aimed at engineering novel, empirically validated climate-resilient concepts, methods, and tools towards climate resilient development pathways by channelling private sector finance into climate change.

Operating within the strategic frameworks of the EU Mission on Adaptation and its community of practice, EU Sustainable Finance and future EU Adaptation Plan (due 2026) we will:

  • i) Select the best-suited methodologies for calculating costs and benefits of adaptation activities, covering non-financial incentives,
  • ii) Identify barriers and develop innovative ways for economically incentivising the private sector to finance adaptation,
  • iii) In the context of the Adaptation Mission, support the establishment of a robust enabling environment and non-financial incentives for the adoption of solutions and the enhancement of investment by the private sector in adaptation.

CAESAR’s vision on shared resilience, operationalised in its Private Adaptation Finance framework (PAFF) methodology will focus on municipalities nested in regional boundaries. We will centre on addressing the significant deficit in climate adaptation financing, aiming to transition from a predominantly public-sector funding model to a more balanced public-private investment paradigm operationalized through three SOs above. This transformation is pursued through the aggregation and co-creation of knowledge across 9 diverse case studies (CSs), capturing a variety of hazards, key community systems, and stakeholder configurations in vulnerable regions across Europe and/or that will be undergoing reconstruction. CAESAR will also create shared resilience through climate resilience dialogues, and developing narratives that can help raise awareness in private actors to invest in climate preparedness. By rethinking risk and responsibility, it examines how investments can be more effectively be shared across public and private stakeholders.
